Draft Final Main Report (November 2009)

The Regional Municipality of York has completed its Transportation and Water & Wastewater Master Plan Updates. These Master Plans will guide the Region's infrastructure needs for water, sewers, roads and transit for the next 25 years and beyond. The Master Plan Update studies incorporate the Province's significant increases in population and employment forecasts, changes in land use planning and environmental policies, in addition to the Region's growth management initiative, Planning for Tomorrow. The Updates also integrate our sustainability objectives – to preserve and enhance our natural environment, economic vitality and healthy communities while providing safe, affordable and efficient transportation and servicing for the Region's residents and visitors.

Public Consultation was a vital component of these studies, involving local municipalities, stakeholders, and residents at several key points during the study process. This process and the resulting Master Plans address the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessments for the projects identified in the Plans. The recommended policies and projects are based on the study findings and incorporate comments from the public and separate Technical Advisory Committees that included staff representatives from the Region, local municipalities, the Province and conservation authorities.

The Draft Version of the Water and Wastewater Master Plan Update Report was presented at a Special Meeting of Council on May 28, 2009. Following Regional Council's authorization, the Draft Report was placed on public record for a minimum 30 day review. The public review period ended September 30, 2009. The recommendations contained in the Draft Report were also presented to the local municipal councils during the months of June through November, 2009. All stakeholder comments received during the public review period were addressed and changes incorporated in the draft final Water and Wastewater Master Plan Update Report which was presented to York Region's Planning and Economic Development Committee on November 4, 2009. The Notice of Study Completion is available at the link below.

Public Consultation Process

The update process involved three rounds of Public Consultation Centre on the Water and Wastewater Master Plan update and the York Region Transportation Master Plan update.

We completed the First Round of Public Consultation Centre meetings, in Aurora, Keswick, and Vaughan, from November 21-23, 2006.  Please click here to see the information panels and presentation slides that were shown at this session.
A joint public consultation centre with Durham Region, focusing on the York-Durham Sewage System (YDSS), was held on April 17, 2007.  Please click here to see the information panels and presentation slides that were shown at that session.

The Second Round of PCCs on the Water and Wastewater Master Plan and the Transportation Master Plan was completed in November 2007.  Please click here for more information.
York Region also participated in two Water and Wastewater Master Planning Public Information Centres hosted by Durham Region on February 21, 2008 in Ajax; and February 25, 2008 in Pickering. For more details please click here [52 Kb PDF].

The Third Round, and last of PCCs were completed earlier this year.  It focused on the preferred servicing strategy. We presented preferred servicing strategies for each local municipality. To see a copy of the Presentation and the Information Panels that were being displayed in these meetings, as well as information on water servicing strategies for most local communities in the Region, please click here.

Durham Region Consultation - York Region and Durham Region jointly hosted a drop-in style Public Information Centre on September 10, 2009 to discuss the York Region Water and Wastewater Master Plan Update as it relates to the York Durham Sewage System. Information was also available regarding Durham Region’s Water and Wastewater Master Plan. To view a copy of the Notice of Public Information Centre, please click here [53 kb PDF].
